To receive public comment and act on proposed amendments to the Town's Food and Beverage Businesses Ordinance, Chapter 87 of the Code of the Town of Windham, Article 1, Mobile Food Services, and Article 3, Victualers, granting authority to the Town Clerk to issue temporary licenses and to modify the Master Fee Schedule to add fees for 2-day passes and seasonal park passes.

II. Basis for Council Action.
Council approval of this item is required because;
a) The Town may enact reasonable by-laws, regulations and ordinances for municipal purposes pursuant to Article I, Section 2 of the Charter, and
b) The Council has the authority to act as the legislative body of the Town pursuant to Article II, Section 3 (I) of the Charter.
III. Issue Summary.
These changes grant the Town Clerk as Council's designee to temporarily grant licenses until ratified by Council vote.
