To approve an agreement between the Town of Windham and the Maine Department of Transportation (MDOT) for Municipal Partnership Initiative (MPI) funds to align and improve the intersection of Anglers Road, Whites Bridge Road, and Route 302.

II.      Basis for Council Action.

Council approval of this item is required because;

1. the Council has authority to enter into contracts as the legislative body of the Town pursuant to Article II, Section 3(I) of the Charter.

III.      Issue Summary.

A copy of the proposed agreement is included with this order.

The estimated cost of improvements to this intersection is $1,255,500 against which MDOT will apply up to $500,000. In order to leverage the MPI funds from MDOT the town has to match at least 1:1. MDOT has agreed to count the entire amount of the purchase of the Anglers Road property by WEDC ($455,500), under a loan from the town, leaving $44,500 to match the maximum amount from the state, plus the balance of survey, engineering, and construction costs.
