To extend winter maintenance to Harvest Hill Road from 71 Harvest Hill Road to 95 Harvest Hill Road (Phase 5 of the Sebago Heights Subdivision) pursuant to the Council’s “Policy Regarding the Extension of Windham Maintenance on Public Easements.”

II. Basis for Council Action.
Council approval of this item is required because;
a. Pursuant to Article I, Section 2 of the Charter, the Town may acquire property for any Town purpose, in fee simple or any lesser interest or estate, by purchase, gift, devise, lease, or condemnation and may sell, lease mortgage, hold, manage and control such property as its interest may require,
b. This article involves the acceptance of an easement interest in property for the purpose of providing winter maintenance, and
c. The Town Council has established a policy regarding the acceptance of public easements for winter maintenance.
III. Issue Summary.
Please refer to the attached letter from Sebago Heights LLC, draft easement deed, release form, and copy of the policy.
This request is contingent on public acceptance of the roads in Phase 3 and Phase 4 of the Sebago Heights Subdivision.
