I. Council Action Requested.
Title
To authorize the town manager to apply, on behalf of the town, for federal financing assistance under the provisions of the Land and Water Conservation Fund Act, Public Law 88-578 for the development of the Community Park located adjacent to and incorporating the skate park; further, to authorize the town manager to enter into the Land and Water Conservation Fund Project Agreement with the State subsequent to federal approval of the project; and further, to state the Council’s intent to appropriate the sum of $80,000 from the sale of the Gambo property as part of the local share of this project in the municipal budget for fiscal 2017-2018.

II. Basis for Council Action.
Council approval of this item is required because;
a. Legislative body approval is required by the Land and Water Conservation Fund Act, Public Law 88-578, and
b. Pursuant to Article II, Section 3(I) of the Charter the Town Council shall have the authority to “exercise all the legislative, financial, borrowing and other powers now or hereafter given by statute to inhabitants of towns acting in Town Meeting except as otherwise provided herein, and also exercise all the powers now or hereafter given by statute to municipal officers of towns.”
