I. Council Action Requested.
Title
To approve a contract with the Hartigan Company of Middlesex, Vermont d/b/a Hartigan Wastewater Services for catch basin cleaning as outlined in the attached memorandum from public works director Doug Fortier dated January 19, 2018 and proposed contract for calendar years 2018, 2019, and 2020.

II. Basis for Council Action.
Council approval of this item is required because;
a. the Council has the authority to enter into contracts as the legislative body of the Town pursuant to Article II, Section 3 (I) of the Charter, and
b. the proposed contract extends beyond the end of the coming fiscal year and the budget approved for that year, requiring Council approval in accordance with Section 5.3 of the Town of Windham Municipal Purchasing Policy, as amended.
