II. Basis for Council Action.
Council approval of this item is required because;
a) Pursuant to Article II, Section 3(B) the Council "shall have the power to appoint the assessor," and
b) Pursuant to Article II, Section 4(A) the Council "by order shall fix the salaries of officials appointed by the Town Council."
III. Issue Summary.
The Charter requires the affirmative vote of five (5) or more members of the Council to make an appointment to the position of assessor.
