I. Council Action Requested.
Title
To approve an agreement with Cumberland County for the provision of public safety communications services from July 1, 2017 through June 30, 2020.
Body
II. Basis for Council Action.
Council approval of this item is required because:
a. The Council has the authority to enter into contracts as the legislative body of the Town pursuant to Article II, Section 3(I) of the Charter,
b. Section 5, Paragraph 4 of the town’s purchasing policies requires Council approval of “any purchase beyond the amount provided for such purchase within the municipal operating budget,” and
c. The order contemplates the approval of a multiyear agreement extending beyond the municipal operating budget for the current year.
III. Issue Summary.
A copy of the proposed agreement is attached. The previous agreement expired on June 30, 2017 but contained - as does this agreement - automatic extension language for successive one year terms. Because this is a multi-year agreement, Council approval is required.
The rates in the proposed agreement represent 3% increases each year through June 30, 2020. Assuming the contract continues to be based on population, we should expect to see some reduction in the per capita rate to compensate for an expected increase in population such that any increase in the annual amount remains reasonably consistent with previous years, barring unforeseen and extraordinary circumstances.
