I. Council Action Requested.
Title
To grant permission for GPNEMBA (Greater Portland Chapter of New England Mountain Bike Association) to apply to the Maine Trails Fund for the construction of a new trail and restoration of existing trails at the Lowell Preserve and approve a letter of support to be provided by the Parks and Recreation Department to enhance their grant application.

II. Basis for Council Action.
Council approval of this item is required because;
a. Pursuant to Article II, Section 1 of the Charter “the Town Council, hereinafter called the ‘Council’, shall be and constitute the municipal officers of the Town,” and
b. Pursuant to Article II, Section 3(I) of the Charter the Council has the authority to exercise all the legislative, financial, borrowing and other powers now or hereafter given by statute to inhabitants of towns acting in Town Meeting except as otherwise provided herein and also exercise all the powers now or hereafter given by statute to municipal officers of towns.
III. Issue Summary.
This is consistent with language from the Memorandum of Understanding in place between the Town, PRLT and GPNEMBA - All funding applications must receive prior consent and approval from both PRLT and TOW. PRLT has already granted consent and approval for this proposed project.
