II.      Basis for Council Action.

Council approval of this item is required because;

1. Chapter 56 §4 of the Code of the Town of Windham requires the holder of a liquor or bottle club license to obtain a special amusement permit for any "music, except radio or other mechanical devise, any dancing or entertainment of any sort" by application to the Town Council.
