To authorize the participation in the Cumberland County System Sales Agreement for the purchase of a replacement radio/repeater infrastructure system for the Police, Fire and Public Works departments from Radio Communications Management, Inc. (RCM), not to exceed $800,000 as funded in capital account FR-2024-006.

II. Basis for Council Action.

Council approval of this item is required because;

a) The original purchase was planned to be financed in the capital equipment replacement plan under project PD-2016-003,
b) Pursuant to the town's purchasing policies any purchase in excess of the amount budgeted or being financed through lease-purchase or other financing required approval of the Town Council, and
c) This purchase is recommended for outright purchase from contingency instead of financing according to the capital equipment replacement plan.

III. Issue Summary.

Please refer to the attached memo from Chief Schofield and a copy of the original capital equipment replacement plan project sheet.

The project was originally intended to include a recorder for phone lines and radio traffic, but radio traffic and 9-1-1 calls are recorded through CCRCC, and internal phone lines can be recorded through a planned upgrade and replacement of the town's phone system. The project also was planned to be financed but has been reduced in cost to the point where financing introduces unnecessary cost and complication. Therefore, the recommendation is to fund this project from contingency.
