II.      Basis for Council Action.
 
Council approval of this item is required because;
  1. the Town may enact reasonable by-laws, regulations and ordinances for municipal purposes pursuant to Article I, Section 2 of the Charter, and
  2. the Council has the authority to act as the legislative body of the Town pursuant to Article II, Section 3(I) of the Charter.
 
III.      Issue Summary.
 
 
This order was the subject of a public hearing at the March 11, 2014 meeting. The Council postponed the order until information could be provided about the benefits of the National Flood Insurance Program (NFIP) and about proposed changes to the flood insurance rate maps. Sue Baker, the state NFIP coordinator with the Department of Agriculture, Conservation, and Forestry will attend the Council meeting on April 22, 2014 to address these issues.
