II.                     Basis for Council Action.

Council approval of this item is required because;

a.                     Chapter 87, Article III, § 87-29 of the Code of the Town of Windham states that the licensing board shall be the Windham Town Council. § 87-30 sets the term of the Victualer’s license from May to May of the following year.
