To approve the addition of a portion of Mourning Dove Lane to the Town's winter maintenance schedule.

II.      Basis for Council Action.
 
Council approval of this item is required because;
  1. Pursuant to Article I, Section 2 of the Charter, the Town may acquire property for any Town purpose, in fee simple or any lesser interest or estate, by purchase, gift, devise, lease, or condemnation and may sell, lease mortgage, hold, manage and control such property as its interest may require.
  2. This article involves the acceptance of an easement interest in property for the purpose of providing winter maintenance, and
  3. The Town Council has established a policy regarding the acceptance of public easements for winter maintenance.
 
III.      Issue Summary.
 
Presently, the town's winter maintenance of Mourning Dove Lane (a private way with a public easement for winter maintenance for part of its length) ends about 400 feet from John and Roberta Morris. The issue is that water from melting snow where the town's maintenance ends runs down the privately maintained portion and creates icing conditions, hampering fuel deliveries.
