I. Council Action Requested.

To extend winter maintenance to Anthoine Road from Route 302 (Roosevelt Trail) to 25 Anthoine Road pursuant to the Council's "Policy Regarding the Extension of Windham Maintenance on Public Easements."

II. Basis for Council Action.
Council approval of this item is required because;
a.) Pursuant to Article I, Section 2 of the Charter, the Town may acquire property for any Town purpose, in fee simple or any lesser interest or estate, by purchase, gift, devise, lease, or condemnation and may sell, lease mortgage, hold, manage and control such property as its interest may require,
b.) This article involves the acceptance of an easement interest in property for the purpose of providing winter maintenance, and
c.) The Town Council has established a policy regarding the acceptance of public easements for winter maintenance.
III. Issue Summary.
Please refer to the attached letter from the Anthoine Road Association, report of the public works director, and copy of the policy.
The request fails to meet several of the criteria contained in the Council's policy. Staff recommends that the Council not approve this request.
