To enter into executive session in accordance with 1 M.R.S.A. ?405 (6) (F) to discuss applications 16-A for abatement of property taxes pursuant to 36 M.R.S.A. ?841.

II. Basis for Council Action.
Council approval of this item is required because;
a.) The proposed article contemplates "discussion or consideration of the employment, appointment, assignment, duties, promotion, demotion, compensation, evaluation, disciplining, resignation or dismissal of an individual or group of public officials, appointees or employees of the body or agency" for the purpose of conducting the town manager's performance evaluation, and
b.) The Town Council is the legislative body of the Town pursuant to Article II, Section 3(I) of the Charter.
c.) The proposed article contemplates the discussion of an application for abatement of property taxes pursuant to 36 M.R.S.A. ?841, which requires such applications to be confidential, and
d.) The Town Council is the legislative body of the Town pursuant to Article II, Section 3(I) of the Charter.
