I. Council Action Requested.
Title
To revoke or suspend the recycler permit issued to Roy Thistle at 971 River Road for failure to obtain a State of Maine recycler license pursuant to 29-A M.R.S.A. § 1101, which is required by 30-A M.R.S.A. § 3754-A(6).

II. Basis for Council Action.
Council approval of this item is required because;
a. The permittee was granted a junkyard permit by the Council on September 27, 2016,
b. A condition of the permit is to comply with the provisions of 30-A MRSA §§ 3751-3760, which requires a recycler license pursuant to 29-A MRSA § 3754-A(6), and
c. The permittee has not obtained a recycler license, resulting in a violation of the terms of the permit.
III. Issue Summary.
Please refer to the attached documentation. According to Detective Jason Nein with the Bureau of Motor Vehicles, no permit has been issued nor any application for a permit received by March 23, 2017.
