I.                     Council Action Requested.

To approve a 36-month lease of a 2017 Nissan Leaf, such lease to be offset by the proceeds of the sale of a 2013 Ford Interceptor Utility (Car #86), with payments to be made from account 100-9110-44190, and to authorize the town manager to take any necessary action related thereto.

II.                     Basis for Council Action.

 

Council approval of this item is required because;

 

a.                     The Council has the authority to enter into contracts as the legislative body of the town pursuant to Article II, Section 3(I) of the Charter.

 

III.                     Issue Summary.

 

This vehicle will replace the 2013 Ford Interceptor Utility in the town office fleet for administrative use, mainly for planning and engineering.

 

The specific terms of a lease will need to be worked out with a Nissan dealer, but this proposal is based on a 36-month lease of a 2017 Nissan Leaf S with 6.6kw onboard charger (allows charging in six hours instead of eight). Estimated three year lease costs total $11,000, compared to an estimated value of the Interceptor Utility of $15,000.

 

Operating savings are estimated to range from $2,000 to $5,000 annually based on an analysis prepared by the Greater Portland Council of Governments. The actual savings will depend on the cost of gasoline and the number of miles driven, and does not include the estimated roughly $4,000 net gain from the sale of the SUV.
