Wastewater Public-Private Partnership Concept Proposal.

The Council will hear about and discuss a conceptual proposal for a public-private partnership to create what would likely be the first of several clustered wastewater collection, treatment, and disposal systems in the North Windham area, coinciding with the 21st Century Downtown.

 

The proposal will involve the consideration of some form of partnership with a property owner on development of the treatment and disposal system, creating a tax increment financing (TIF) plan and district with a credit enhancement agreement, the modification of a conservation easement and construction of a multipurpose playing field as part of Lippman Park.

 

The purpose of the discussion is to outline the concept and its basic elements, and to seek input and guidance from the Council before proceeding further.
