To receive public comment on the Highland Lake watershed moratorium ordinance.

At its meeting of September 12, 2017 the Council enacted an ordinance establishing a 180-day moratorium on certain development activities in the Highland Lake watershed pursuant to Title 30-A M.R.S.A. Section 4356. The ordinance was enacted as an emergency under the provisions of Article 2, Section 11(D) of the Charter, requiring a public hearing and vote within sixty (60) days in order for the moratorium ordinance to remain in effect.
Attached are copies of the moratorium ordinance, a report authored by Maine DEP staff summarizing conditions in Highland Lake based on available data, and a spreadsheet showing the contacts town staff have had with prospective permit applicants whose plans have been affected by the moratorium since its enactment on September 12.
