I.                     Council Action Requested.

Title

To adopt a charge for and establish the Highland Lake Leadership Team in conjunction with the Town of Falmouth and the Highland Lake Association.

II.                     Basis for Council Action.

 

Council approval of this item is required because;

 

a.                     The Town Council, pursuant to Article II, Section 3C, is charged with appointing “[t]he members of the Board of Assessment Review, the Planning Board, the Board of Zoning Appeals, and the membership of such advisory committees as the Council may create.”

 

III.                     Issue Summary.

 

One of the recommendations of the 2003 Highland Lake Phosphorus Control Action Plan was to establish a “Highland Lake Leadership Team to oversee Management Plan implementation.” (See page 21 of the attached report.) At the time, no team was established, but with the renewed concerns about water quality in the lake and the watershed, an ad hoc leadership group has been meeting since August to coordinate efforts among the towns of Windham and Falmouth, and the Highland Lake Association, with the participation of the Cumberland County Soil & Water Conservation District and the Maine Department of Environmental Protection.

 

The proposed charge is to be acted upon by the two towns and the lake association as the formal voting members of the team, with CCSWCD and Maine DEP (and potentially others) participating as resources or volunteers on subcommittees.
