I. Council Action Requested.

To award a contract for construction of the shared maintenance facility to Great Falls Construction of Gorham, Maine in the amount of $8,032,327.00, said amount to be paid from the proceeds of general obligation bonds to be issued, and to authorize the town manager to execute a contract with Great Falls Construction and to take any other necessary action related thereto.

II. Basis for Council Action.

Council approval of this item is required because;

a. The Council has the authority to enter into contracts as the legislative body of the Town pursuant to Article II, Section 3(I) of the Charter, and
b. Council action is required because the order authorizes a purchase requiring financing under Section 5, Paragraph 4 of the Purchasing Policy adopted by order 09-105 on July 28, 2009.

III. Issue Summary.

At its meeting of April 5, 2018 the Shared Maintenance Facility Joint Project Team reviewed the recommendations of Allied Engineering, lead on the town's design team for the project, for the award of the construction contract.

Two proposals for construction were received:

Benchmark $7,667,151
Great Falls Construction $8,171,027

Benchmark provided only a bid form, copy attached which did not comply with the RFP submission requirements (see attached letter from Allied Engineering). Great Falls submitted a complete package that, after review and responses to follow up questions, fully complied with the RFP. Their package is too large to attach but is available to review in the town manager's office. As part of its submission, Great Falls suggested a series of changes for the town to consider. Allied recommended some and not others. The net contract amount after changes is $8,032,327.

The proposal received from Great Falls complies with the RFP and is within the approved budget for the project. On a vote of 8-0-1 the Joint Project Team recommended award of the contract to Great Falls in the amount of $8,032,327. Councilor...
