Title

Cumberland County Regional Communications Center Contract.

The Council will discuss the most recent proposed three year contract for emergency communications services provided by Cumberland County at the regional communications center (CCRCC) in South Windham.

 

An analysis from 2013, attached, showed a cumulative cost reduction or cost avoidance of more than $1.3 million from fiscal year 2011 through fiscal 2016 since the town moved its emergency communications services from its own center to CCRCC. Projected costs had the town continued to operate its center (assuming no changes in staffing or other operating needs) increase by about 3% per year from 2011 through 2016.

 

Actual contract costs for CCRCC also increased at a rate of 3% from year to year within each three year contract. The contract increase in 2014 was about 9.7% due to changes at the center related to staffing and other needs identified in a study of the center and its operations. Subsequent years’ increases have been approximately 3%, for a total contract cost of $339,014 for 2017 and $349,200 for 2018.

 

The proposed three year agreement, copy attached, which includes fiscal 2018, continues the pattern of 3% annual increases.
