To authorize professional services for community center concept design from recreation impact fee funds.

II.                     Basis for Council Action.

 

Council approval of this item is required because;

 

a.                     Pursuant to Section 5 of the town’s purchasing policies, “The Town Council shall approve and authorize any purchase beyond the amount provided for such purchase within the municipal operating budget or approved capital equipment replacement plan,” and

b.                     Funding for professional services for concept design of a community center is not part of the operating budget because they would be paid for from recreation impact fee receipts.

 

III.                     Issue Summary.

 

Please refer to the attached information from the community center committee and director of Parks & Recreation regarding the committee’s recommendation. The committee’s preference is to work with Harriman Architects based on similar work the firm has done.

 

The firm’s estimate for concept design is $14,200; staff is confirming whether there are additional costs for assistance with developing the business plan and the preliminary opinion of probable cost and hopes to have that information in time for the Council meeting on June 26, 2018.

 

In addition to the discussion of professional services, questions came up at the June 19, 2018 meeting about the possible use of part of the Morrell property abutting the Smith Cemetery. The property was purchased in 2005 with the intent of providing for the expansion of the cemetery and other possible municipal uses.

 

Copies of the purchase and sales contract, deeds, and materials from the Council’s consideration and approval are attached. There are no restrictions on the use of the property contained in these records, though the primary purpose was for cemetery expansion, which is planned for this coming fiscal year.
