To approve Amendment No. 2 to the professional services agreement with Wright-Pierce for wastewater planning and engineering services as approved by order 16-032 on February 23, 2016 for hydrogeological feasibility evaluation of the "Lippman site" in the amount of $116,400 as discussed at the Council meeting of September 18, 2018.

II. Basis for Council Action.
Council approval of this item is required because;
a) Pursuant to Article II, Section 3(I) of the Charter, the Council shall "exercise all the legislative, financial, borrowing and other powers now or hereafter given by statute to inhabitants of towns acting in Town Meeting except as otherwise provided herein, and also exercise all the powers now or hereafter given by statue to municipal officers of towns."
III. Issue Summary.
Please refer to the attached amendment to the professional services agreement with Wright-Pierce for hydrogeological feasibility evaluation of the "Lippman site" for a wastewater discharge system in North Windham.
