To authorize the repair of the Public Works salt sand structure.

II. Basis for Council Action.
Council approval of this item is required because;
a. Pursuant to Section 5.4 of the town's purchasing policies "The Town Council shall approve and authorize any purchase beyond the amount provided for such purchase within the municipal operating budget or approved capital equipment replacement plan, and all purchases which are proposed to be funded through a lease-purchase agreement, the issuance of bonds or notes, or any other kind of credit financing," and
b. The proposed purchase exceeds the amount in the capital equipment plan in the approved budget for fiscal 2018-2019.
III. Issue Summary.
Please refer to the attached memorandum from Allied Engineering. Estimates from Great Falls Construction are $25,562 for a temporary fix to stabilize the wall, or $137,625 to repair the foundation wall.
We did submit a claim to MMA Risk Management to see whether they will provide any coverage for the repair to the sand-salt shed and we hope to have a response by the meeting Tuesday.
Other options the Council has are to use contingency (19910-43100 budgeted for $150,000) or to re-program building improvement funds (carryover and current year appropriations of 19300-46990) in the budget, but we'd have to work with the Building Maintenance Supervisor to re-prioritize already funded projects.
