To enter into executive session in accordance with Title 1 MRSA ?405 (6) (D): "discussion of labor contracts and proposals and meetings between the body or agency and its negotiators".

II. Basis for Council Action.
Council approval of this item is required because;
a.) 1 M.R.S.A. ? 402(2)(C) defines "public proceedings" as the transactions of any functions affecting any or all citizens of the State by any of the following: "Any board, commission, agency or authority of any county, municipality, school district or any regional or other political or administrative subdivision",
b.) 1 M.R.S.A ? 405(3) states that "Executive sessions may be called only by a public, recorded vote of 3/5 of the members, present and voting, of such bodies or agencies," and
c.) the article contemplates the discussion of matters relating to labor contracts and negotiations.
