To refer the Town Manager's proposed budget for fiscal year 2020-2021 to the town Council's Finance Committee for review and recommendation(s).

II. Basis for Council Action.

Council approval of this item is required because;

a. Pursuant to Article V, Section 2 of the Charter "the Town Manager, not less than ninety (90) days prior to the beginning of the new fiscal year, shall submit to the Council a budget," and
b. Pursuant to Section 27, Paragraph 3 of the Council Rules the "Finance Committee shall have the duty to meet with the Town Manager to review the manager's recommended annual budget, and to make recommendations thereon to the Town Council."

III. Issue Summary.

The Council's Finance Committee will begin its review of the budget Thursday, March 19, 2020 and on Saturday, March 21, 2020. The schedule for these two Finance Committee meetings is attached. The meetings are open to the public and will be televised. Future meetings will be posted online where Council meeting agendas are posted.

Upon conclusion of the Finance Committee's work they will report to the full council. The Council then will hold at least one budget public hearing before voting on the budget by the end of May for action by the budgetary town meeting in June.
