To accept nominations for and elect a Parliamentarian of the Town Council.

II.                     Basis for Council Action.

Council approval of this item is required because;

a.                     Article II, Section 9 of the Charter provides that "[a]t the first meeting after the regular Municipal election, the Council shall elect from among its members, officers of the Town who shall have the titles of Chairman and Vice-Chairman each of whom shall serve at the pleasure of the Council" and

b.                     Section 26 of the Rules of the Windham Town Council further provides that “[a]t the first regularly scheduled Town Council Meeting, there shall be chosen the following …Council Officers:

1.                     Council Chairman and Vice Chairman;

2.                     Parliamentarian; and

c.  Section 14 of the Rules of the Windham Town Council states that the Council Parliamentarian shall decide all questions of order subject to an appeal to the Council by motion regularly seconded, and no other business shall be in order until the question on appeal is decided.

 

III.                     Issue Summary.


The officer role of Parliamentarian was vacated upon Councilor David Douglass’s resignation.
